Bob Edmunds
CEO & Executive Chairman, Edmunds GovTech
Bob started at Edmunds in 1982 as an Associate Programmer. He made significant contributions to the company, and in 1991 was appointed President. His father, Robert R. Edmunds retired a few years later, at which point Bob was then appointed CEO. With his clear vision and team-based collaborative approach, Bob has seen the company evolve to become the East Coast leader in software solutions for local government. He now presides as Executive Chairman, while also advocating for many philanthropic endeavors including: Edmunds’ Family Charitable Trust, Crohn’s & Colitis Foundation, Children’s Hospital of Philadelphia, South Jersey Select AAU Basketball, and more.

Bob Edmunds, Jr.
Chief Revenue Officer
Bob Edmunds, Jr. is a third-generation family member at Edmunds GovTech. He graduated from Widener University in 2014 with a Bachelor’s degree in Hospitality Management and continued his education at Widener to receive his Master’s in Business Administration (MBA) in 2023. He played basketball professionally for three years in England before beginning his career with the company as a Sales Development Representative in June 2014. Prior to being VP of Sales and Marketing and CRO, Bob was a Regional Sales Director for five years, representing a handful of states in the mid-Atlantic region. As Vice President of Sales and Marketing, Bob oversaw daily operations in the department, developed strategies to increase opportunities and pipeline, and helped generate new markets to grow the customer footprint across the country. As the company grows, the Chief Revenue Officer role will continue to play a role in strategic growth, including oversight of both Customer Support and Professional Services departments. Bob is married with three lovely children and another on the way. In his free time, Bob enjoys spending time with his family and playing or coaching basketball.

Justin Heckler

Justin Heckler is Edmunds GovTech’s Chief Financial Officer. He started with the company in 2021 with over ten years of accounting and managing experience. He is responsible for overseeing the accounting department, including the design of internal controls, financial reporting, budgeting, and forecasting. Justin is a certified public accountant and graduated from Rowan University with a Bachelors in finance and accounting. In his free time, Justin enjoys traveling, spending time with family, going to the beach and golfing.

Rich has dedicated his career to helping government agencies leverage technology to improve operations and serve their constituents more effectively. He has helped to bring efficiency to local government and authorities one client at a time. His previous experience at Coca-Cola and as the President of a regional printing company proved to be invaluable as he progressed in his career at Edmunds GovTech. When he’s not working, Rich enjoys spending time with his family and friends, maintaining a timber farm, traveling, hiking and exploring new hobbies. Rich is also an avid supporter of various charitable organizations and is committed to giving back to his community. He can often be found at the nearest ice cream shop trying out every flavor when he isn’t revolutionizing the government tech industry.

Lisa Canonico
Human Resources Manager
Lisa Canonico is our Human Resources Manager. She joined the team in 2021 and is responsible for payroll administration, employee relations, recruiting, and training. Lisa has an Associate’s Degree in Business Administration and is SHRM certified. Lisa loves the family oriented environment at Edmunds GovTech and seeing the employees grow and succeed. In her free time, Lisa enjoys making stained glass ornaments and frequently goes bicycling. Lisa has two children, two grandchildren, and two Yorkshire terriers that she loves unconditionally.

Jeffrey Stout
VP of Customer Support
Jeff joined Edmunds in 1999 as a Software Support Specialist. Prior to Edmunds he served as a treasurer for a local government in southern NJ. After implementing and supporting hundreds of customers, he moved to Edmunds Solution Consulting department. He was responsible for demonstrating our software and consulting with both perspective and current customers. Since October of 2020 he has been running our Customer Support Department. Jeff leads the Customer Support Team which includes the customer support and customer success teams. Their goal is to provide the industry’s best customer support experience. Jeff enjoys golfing and spending time with family and friends.

Anthony Martella
Director of Customer Support
Anthony began working for Edmunds Govtech in 2019. He is a customer support specialist. Anthony takes daily calls on customer inquires to help with any questions regarding different modules in our MCSJ Software. He also trains new finance and payroll support reps. Anthony is an avid sports fan and is even a partial shareholder in the Green Bay Packers.

Michele Lysack
Director of Support Operations
In 2020, Michele was promoted to Director of Customer Support for her outstanding attention to customer satisfaction. Prior to this, Michele served as Director of Customer Relations at Business Automation Services (BAS) until 2019 when Edmunds GovTech acquired the company. Michele has over 20 years of experience in the service industry, 11 of which have been in municipal government. Michele’s main objective is to ensure that customers receive outstanding product support. Managing a team of support specialists, this is achieved by closely monitoring customer support cases and reviewing customer calls to ensure timely responses and quality assurance. She is instrumental in the advancement of our staff, providing ongoing educational opportunities and training events to build upon industry and product knowledge. Michele also helps create new processes that will enhance the customer experience. Providing outstanding customer support is the key to developing long, successful relationships with our customers which is what sets us apart and attributes to the 98% client retention rate.

Paul Skibo

Paul Skibo earned his B.S. in Management Information Systems from Florida State University and began working at Edmunds GovTech in 2002, where he started as a Network Technician in our IT Department, before transitioning into the role of Customer Relations Director in 2008. Now, as the Director of Customer Success, Paul heads our customer advocacy team committed to helping customers achieve their goals by utilizing our products and services completely and efficiently.

Chris Easterwood
SVP of Professional Services
Chris joined Edmunds in 2010 as a Software Support Specialist with a degree and background in accounting. Over the years, he has led over 200 implementations and has managed the Customer Support department. Chris currently leads the Professional Services Team and is responsible to deliver successful software implementations. The Professional Services Team includes Implementations, Data Services, and Project Management teams, and their goal is to work together to deliver our products successfully to new and existing customers. Chris received his certificate as a Project Management Professional (PMP) in 2015.

Joseph Graham
Director of Implementations
Joe started at Edmunds in December of 2017 as a member of the client services team. He provided high-level customer support for the revenue collections modules and was promoted to team lead, responsible for training the team. In 2020, Joe transitioned to an Implementation Consultant, bringing new customers live on their purchased software, ensuring a smooth transition from their legacy system into MCSJ. Joe was promoted to Senior Implementation Consultant in 2021.
Due to his dedication to ensuring customers were implemented with the highest level of care, Joe was promoted to the Director of Implementations in 2025. He is responsible for managing the project implementation teams, monitoring all implementation tasks and training for each project, ensuring on time delivery of all project deliverables, and driving client success through go-live. Joe is dedicated to training improvement initiatives that are focused on providing the most efficient, effective, and engaging customer training experience possible. He holds a B.A. degree in Biological Sciences from Rutgers University.

Richard White
Director of Data Services
Rich White is our Director of Data Services. Rich manages the technical implementation resources, data conversion, and technical initiatives and strategies for the team. The main objective is to deliver quality data conversion services that are on-time to aid with successful implementations for clients. Rich focuses on providing an efficient, effective, and engaging experience throughout the customer journey. He earned a Bachelor’s Degree in Physics from Stockton University and a Master’s Degree in Computer Science from Vanderbilt University. Rich is married with two children that he loves to spend time with. He also enjoys DIY/home improvement projects, hiking, fishing, and playing musical instruments including guitar and mandolin.

Bryan Adams
Director of Project Management
Bryan Adams joined Edmunds GovTech (EGT) in 2015, beginning his career in Customer Support. Over the years, he has progressed through several key roles at EGT, including Implementation Consultant, Senior Implementation Consultant, Project Manager, and Senior Project Manager. Since 2023, Bryan has served as the Director of Project Management.
As Director of Project Management, Bryan leads a team of Project Managers and Coordinators, where he focuses on strategy development, best practices, cross-functional collaboration, and ensuring efficient resource allocation to meet business objectives and revenue goals. He also holds a B.A. in Political Science with a minor in International Studies from Ramapo College of New Jersey.
Outside of work, Bryan enjoys traveling, spending time with his family, and cheering on the Philadelphia Phillies, Eagles, and 76ers.

Darren Perry
SVP of Engineering
Darren Perry began working for Edmunds GovTech in 2019 as a software architect and is now the Senior Vice President of Engineering. He is responsible for realizing product vision through technical excellence, efficient agile processes, and solid quality assurance. After performing worldwide and recording several albums as a professional opera singer, Darren earned his B.S. in Computer Science. He has held positions as a software engineer, software architect, systems architect, and engineering manager. He is happily married with two children, and, in his spare time, he enjoys reading, lifting weights, and cooking.

Allen Foster
SVP, Product Management
Allen started at Edmunds in 2002 in the support department where he helped to support clients and managed internal employee training. With his depth of knowledge of the industry and product, Allen managed many implementations. He was promoted to a product manager role where he helped drive product enhancements and updates, and with the success in new releases and product updates, Allen became the Senior Vice President of Product Management in 2025. Allen leads the preparation of product releases and manages development requirements. He ensures any new enhancements or product modifications meet client needs while continuing to assist the support and implementation teams with detailed product requirements.
Allen has a B.S. in Business Administration from Drexel University and is a Certified Municipal Finance Officer (CMFO). He is the part-time Finance Officer in Maurice River Township, New Jersey, where he prepares the budget, annual financial reports, and manages the finance office.

Vito Paladino
VP of Development
Vito started with Edmunds in 1988 in the computer programming department. He has a B.A. in Computer Science from Richard Stockton College of New Jersey and has also taken Computer Science graduate courses at the University of Delaware. Vito has technical certifications that include a MCSE and SCJP. In addition to his computer programming and software development accolades, he has a Tax Collection Certification (CTC).
Relevant Duties: Vito is the lead in system configuration and customization that is needed during the term of the project and through on-going support efforts.

Ida Taylor

Ida assumed the role at Edmunds GovTech in 2019 after serving as VP, Operations at Logics, LLC, which was acquired by EGT in 2019. Ida has over 30 years of experience in Finance & Administration computer solutions in the local municipality market. Ida’s duties include go-to market plans, product demonstration, and our company’s acquisition strategies. Her experience ranges from Customer Support, Implementation Services, Product Design, Development Management, Sales & Marketing, and Business Planning & Growth. Ida attributes her success in the industry to her focus of creating strong partnerships with customers. Ida attended Canisius College in Buffalo, NY for Accounting and Business Administration and is an active member of GFOA in both New York and North Carolina. Ida is based out of our Raleigh, NC office.

Reid Burchell
Director of IT Services/DevOps
Reid Burchell is the Director of IT services and DevOps. Reid oversees internal IT and technical functions for Edmunds GovTech, as well as managing our hosted environments in AWS/Azure. He also helps provide IT services for 40 different municipalities. Reid graduated with a B.S. in information systems and technology. He is happily married with two children. Reid loves photography, cooking, golf, and DIY projects. He also enjoys playing the piano.

Jeremy Barretta is the Director of Quality Assurance. He began his career with Edmunds GovTech in 2018. His responsibilities include managing his team and testing all the products offered to ensure only the best quality products are delivered to the customer. Jeremy enjoys spending time with his family, coaching, and completing renovation projects around his home. He also loves to watch movies, especially science fiction movies.

Jennifer Merkel is a Development Manager. She began working at Edmunds GovTech in 1998. Jennifer manages the team of developers that works on our MCSJ Product Suite. She graduated from Stockton University with a B.S. in Computer Science and started with Edmunds GovTech right away. Jennifer enjoys cooking, traveling, and trivia games.

Jim Mitchell
Director of Central US Sales
Jim Mitchell is leading the expansion of Edmunds GovTech software across the Central United States. Jim has worked with public sector software since 1993 in various roles in customer service, sales, and operations. Jim has a B.S. in Business Administration with a concentration in Accounting from Eastern Connecticut State University and a MBA from the University of South Carolina. Jim is married with two children, and he enjoys playing golf and boating with his family.

Jeffrey Saitz

Jeffrey Saitz began working for Edmunds in 2008 and is currently the Director of Solutions Consulting. He maintains an expert-level understanding of Edmunds GovTech software to showcase the product suite during demonstrations. He also has a keen understanding of the needs of local government and utilities. Jeffrey graduated from Virginia Wesleyan University with a Bachelors in Accounting. He loves being outdoors, volunteering, and paddle boarding with his husky Olive.

Jessica Jensen is our Marketing Director. She manages the company’s brand, messaging, and communications with prospects, employees, and stakeholders. She started working at Edmunds GovTech in 2009 after graduating from Stockton University with a B.S in Business Studies with a concentration in Marketing. Since beginning with Edmunds GovTech, Jessica has earned her MBA from Rowan University. Some of her favorite things include spending time with family, going horseback riding, hiking, and kayaking.
